Where the hell is Cyber Law?

Yesterday my ID got hacked by someone in the cyber café. I was chatting with one of my friend and in the middle of the chat my messenger signed out automatically and after that when I tried to sign in my messenger started displaying message your password do not match. Then I posted my date of birth, secret question and other information they asked me to give my password but it failed. I asked my friends and relatives for its recovery then they told me I am hacked.

Today one of my friends called me on my cell phone and informed me that from my messenger someone is sending them wrong messages. Now the condition are becoming worst but I don’t’ find any law to protect me from the problem and now I need to ask where the hell is cyber law…?

Government of Nepal is telling there is law and there are many articles in net that we have cyber laws in Nepal but where the hell can I find and what are the rules to punish the hacker I can’t find? Not even at the police stations? So now I need to know where is cyber law and how can that protects me?

Cyber law exists in Nepal, but it has failed to address many problems. The law is not stringent enough for controlling of cyber related crimes. Problems of Nepal are not big but the growing IT field in Nepal shows that the ratio will also increase with the ratio of improvement, as well as fines and imprisonment, are not as big as in the U.S. and Japan. And also, we are in an early stage of the legal development to tackle new IT crimes. The law has made provision of an Appellate Judicial body to listen to complaints, cases and cyber related crime. Earlier, police were dealing the cyber crime but they were not aware about the technical aspect of the cyber crime and the actions were not effective. Cyber laws are in existence but they can only help to some extend, they are not capable to give a full stop to the cyber crime. Now the question arises “to what extend cyber laws can stop cyber crime?”
